A. The Democratic National Committee uses a complicated formula to determine the number of delegates per state. The formula looks at the number of votes cast in the past three elections.

[(State's Democratic Vote/Total Democratic Vote) + (State's Electoral Vote/Total Electoral Vote)/ 2] * 3,000 = # of Delegates Per State

Basically, the formula ensures heavily Democratic states receive higher numbers of delegates.
